Yes, a long coat can count as modest dress. If it's loose, opaque, covers your body down to the ankles or close to it, and you wear it with hijab, many scholars see it as doing the same job as an abaya or jilbab. It's one of the easiest ways to dress modestly in a European or American city.

The outer garment in the Quran

The Quran tells believing women to wear an outer garment over their clothes when they go out:

يَـٰٓأَيُّهَا ٱلنَّبِىُّ قُل لِّأَزْوَٰجِكَ وَبَنَاتِكَ وَنِسَآءِ ٱلْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِن جَلَـٰبِيبِهِنَّ ۚ ذَٰلِكَ أَدْنَىٰٓ أَن يُعْرَفْنَ فَلَا يُؤْذَيْنَ "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused." Quran 33:59

The word used is jilbab, a loose outer wrap. When a woman in the Prophet's ﷺ time had no jilbab to go out to the Eid gathering, he said her sister should lend her one of hers (Sahih al-Bukhari 324). The aim was coverage, not a particular cut or country's fashion. That's why many scholars say any loose outer garment that meets the conditions can count.

What makes a coat modest

  • Length: mid-calf to ankle. A short jacket or hip-length coat doesn't cover enough on its own.
  • Loose cut: straight, A-line or oversized. Avoid belted or tailored styles that shape the waist and hips.
  • Thick fabric: wool, trench cotton or padded fabric that isn't see-through.
  • Plain enough: not covered in eye-catching decoration.

What goes underneath still matters

You'll take your coat off at work, at home with guests or at a friend's house, so the clothes under it should still be decent: long sleeves and loose trousers or a long skirt. Arms and legs need covering too; see Do my arms have to be covered as a Muslim woman? Loose trousers work well under a coat; see Can Muslim women wear trousers?

Abaya or coat?

Scholars differ on the details. Some, especially in Gulf traditions, prefer a full abaya or jilbab in public. Many others, including scholars living in the West, accept any loose, covering outer layer, which includes a long coat. Both views agree on the conditions above. See Do I have to wear an abaya as a Muslim woman? In practice, a long coat in winter and a long open cardigan or kimono in summer gives you modest cover all year.

Key points
  • A long, loose, opaque coat can serve as modest outerwear.
  • The Quran's jilbab is about coverage, not a set style.
  • Avoid short, tight or belted coats.
  • Wear decent clothes underneath for when the coat comes off.
Tip: Check charity shops and thrift stores in late winter. Long wool coats are often cheap there, and a classic camel or navy coat looks smart for years.
