Can I eat snails and frog legs as a Muslim?

No, according to most scholars. The majority of scholars consider land snails and frogs not halal to eat. The Maliki school is more lenient on snails, and some Maliki scholars allow frogs too. So escargot and frog legs are best avoided, especially if you follow the majority view.
Why most scholars say no to frogs
When a doctor asked the Prophet Muhammad ﷺ about putting frogs in medicine, "he forbade him to kill them" (Sunan Abi Dawud 5269).
Scholars explain that if an animal may not be killed, it can't be slaughtered and eaten. That's why the Hanafi, Shafi'i and Hanbali schools say frogs are haram.
Why most scholars say no to snails
The Quran describes the Prophet ﷺ as one who "makes lawful for them what is good and forbids them from what is evil" (Quran 7:157). The word for "evil" here, khaba'ith, is understood by many scholars to include creatures people naturally find repulsive, like insects, worms and land snails.
Based on this, the majority classify land snails as not halal.
The Maliki view
The Maliki school allows eating many small land creatures, including snails, if they're killed in a proper way with Allah's name mentioned. Some Maliki scholars allow frogs as well. Muslims from North and West Africa, where Maliki fiqh is common, may follow this view.
Even so, restaurant escargot in Europe is usually cooked in butter, garlic and often wine, which brings other problems.
What about sea snails and seafood?
Sea creatures are a separate topic. Many scholars allow most seafood, with Hanafis being the strictest. See Can I eat shrimp and other seafood?
