Can I make dua while walking or lying down?

Yes, you can make dua while walking, lying down, sitting, driving or in any position. Dua has no required posture, no required wudu and no required direction. Facing the qibla and raising your hands are nice extras when you can, but they aren't conditions.
The Quran praises dhikr in every position
Allah describes people of understanding as those who remember Him in every state:
A'ishah said that the Prophet ﷺ used to remember Allah at all times (Sahih Muslim 373). Dua is part of that remembrance, so it fits into any part of your day.
Lying down: part of the sunnah
Some of the best-known duas are actually said lying down. The Prophet ﷺ taught a companion to make wudu before bed, lie on his right side, and then say a dua beginning "Allahumma aslamtu wajhi ilayk" (O Allah, I submit myself to You) (Sahih al-Bukhari 247). So talking to Allah in bed, before you fall asleep, is completely natural. See What should I say before sleeping?
If you're ill and stuck in bed, the same applies. Even the prayer itself can be done lying on your side when standing and sitting aren't possible (Sahih al-Bukhari 1117).
Walking: a great time to talk to Allah
- On the way to work, school or the mosque.
- On a walk in the park or while walking the dog.
- While travelling, which is one of the times dua is especially hoped to be answered.
You can say it quietly or just in your heart. Your lips don't even need to move for a private conversation with Allah. See Can I make dua silently in my head? and Should dhikr be said out loud or silently?
When posture does help
Dua anywhere is fine, but some manners add to it when you have time for a longer, focused dua: being in wudu, facing the qibla, raising your hands, and starting with praise of Allah. These help your focus and follow the sunnah, but leaving them doesn't cancel your dua. See Do I have to raise my hands when making dua?
The only real thing to watch is your heart. A short dua said with focus while walking is better than a long one said on autopilot. What matters most is sincerity and presence.
- Dua is allowed in any position: walking, sitting, lying down or driving.
- The Quran praises those who remember Allah standing, sitting and lying on their sides.
- Several sunnah duas are said lying in bed.
- Wudu, qibla and raised hands are recommended extras, not conditions.
