Can I make wudu with makeup on?

It depends on the product. Wudu needs water to reach your skin, so anything waterproof that forms a layer, like waterproof foundation or mascara, has to come off first. Light products that water passes through or washes away, like powder, blush or a thin tinted moisturizer, usually don't block wudu. Henna and kohl are fine.
The rule: water must reach the skin
The Quran tells us to wash the face in wudu:
Scholars agree that anything forming a barrier between water and skin makes that part unwashed, so wudu isn't complete. A color or stain on the skin isn't a barrier. A coating is. It's the same reasoning used for nail polish. See Can I pray with nail polish on?
Product by product
- Foundation and concealer: long-wear, waterproof or full-coverage formulas that bead water need removing. A thin, water-based foundation or BB cream that rinses off with water is accepted by many scholars. When in doubt, remove it.
- Powder, blush, bronzer: usually not a barrier, since water passes through or washes them away.
- Mascara: regular mascara generally washes off with water. Waterproof mascara forms a coating on the lashes, so remove it.
- Eyeliner and kohl: traditional kohl is a stain and fine. Waterproof gel or liquid liners on the eyelid skin should come off.
- Lipstick: long-wear liquid lipsticks that dry into a film should be removed. Ordinary lipstick or balm is debated; many scholars say a thin oily layer doesn't block water.
- False lashes and lash glue: remove anything glued to the skin, since water can't reach under it.
- Henna: only stains the skin, so wudu is fine. See Can I wear henna as a Muslim woman?
Products marketed as "breathable" or "wudu-friendly" vary a lot. A simple test: drip water on it on the back of your hand. If water beads up and rolls off, it's a barrier.
Practical ways to keep it easy
- Wudu first, makeup second: make wudu, then apply makeup. As long as your wudu doesn't break, you can pray several prayers with it.
- Carry remover: micellar water or wipes make removing a waterproof layer quick in a work or school bathroom.
- Light daytime makeup: many sisters keep heavier, waterproof looks for evenings or events between prayers.
