Can I pray in public places in Europe or the USA?

Yes, in most cases. In Europe and the USA, praying quietly in a public place is generally lawful, as long as you do not block the way or break local rules. Islam allows you to pray on any clean ground, so a short, discreet prayer in a quiet corner is fine. Safety and common sense come first.
Any clean place is valid
The Prophet ﷺ said the earth has been made a place for prayer, so anyone can pray wherever the time of a prayer comes (Sahih al-Bukhari 335). Streets, station corners, car parks and shopping centers are all fine if the spot is clean. You also do not have to pray at the first minute. Prayer times have a window, so you can look for a better place within it. For parks in particular, see Can I pray outside in a park?
What the law generally says
In general terms, the First Amendment in the USA protects the free exercise of religion. In the UK, the Equality Act 2010 protects religion or belief, and Article 9 of the European Convention on Human Rights protects the right to practise your religion in worship. These protections cover your faith, but they do not allow you to block pavements, roads or entrances, and private owners and local councils can set their own rules. Some places restrict street prayer or organized gatherings, so check local rules. This is general information, not legal advice.
Staying safe and discreet
- Pick a quiet corner away from traffic, crowds, playgrounds and sports pitches.
- Keep your bag close or put it where you can see it, and stay aware of your surroundings.
- Keep it short and calm. Pray the obligatory prayer, and leave the optional ones for later.
- Use a scarf or coat as a mat, and check the qibla on your phone before you start.
- Trust your instincts. If a place feels unsafe, move, and pray somewhere else within the time.
Islam does not ask you to put yourself at risk to pray. Praying in a safer spot a little later, within its time, is always an option.
Easier places to look first
Often there is a better option nearby: a multi-faith room in a hospital or university, a quiet staircase, an empty meeting room at work, your car or a nearby mosque. See Can I use a multi-faith prayer room? and How do I pray at work as a Muslim?
If you feel self-conscious about being seen, you are not alone. See What if people stare at me when I pray in public?
