Yes if you must, but usually you don't need to. The US, UK, EU countries and most others allow a head covering worn for religious reasons in passport and ID photos, as long as your full face is clearly visible. If a country does require it, removing it briefly for an official photo is allowed as a necessity.

Usually allowed

Photo rules for official documents focus on identifying your face. Most countries make an exception to the "no head covering" rule for religious or medical reasons:

  • USA: the State Department allows head coverings worn daily for religious purposes; your full face must be visible.
  • UK: HM Passport Office allows them for religious or medical reasons, as long as your face is visible from chin to forehead and side to side.
  • EU countries: most follow the same international photo standards, with a religious exception.

Some countries or offices may ask for a short statement that it's worn for religious reasons. Always check the latest guidance on the official government website. See At what age should a girl start wearing hijab?

The face rule

  • The whole face must show, from the bottom of the chin to the top of the forehead.
  • The scarf shouldn't cast shadows on your face.
  • Choose a plain scarf that contrasts with the background.
  • Niqab can't be worn for the photo; see below.

If you have to uncover

If a country's rules truly require uncovered hair, or you wear niqab, this falls under necessity: an official ID is needed for travel, work and daily life. Scholars allow uncovering only what's required, for as short a time as possible. "Allah does not charge a soul except [with that within] its capacity" (Quran 2:286). For ID checks in person, you can usually ask a female officer to check your face privately.

Tips

  • Use a professional photo service that knows the rules, or ask for a female photographer.
  • Pin your scarf neatly so it doesn't cover your forehead or chin.
  • If staff wrongly tell you to remove it, politely ask them to check the official religious exception.

Key points
  • Most countries allow religious head coverings in ID photos.
  • Your full face must be visible.
  • If uncovering is truly required, necessity applies.
  • Check the official guidance before your photo.
Tip: Bring a plain, dark scarf to your passport photo. Patterned or white scarves can blend into the background and get photos rejected.
