Can I use hand sanitizer instead of wudu?

No, hand sanitizer cannot replace wudu. Wudu is an act of worship done with water on specific parts of the body, and sanitizer is not water. If you truly have no water, or can't use it, the replacement Allah gave is tayammum with clean earth, not gel.
Why sanitizer doesn't count
Wudu is not just about killing germs. Allah describes it in the Quran: wash the face, the arms to the elbows, wipe the head, and wash the feet. The tool named for this is water, and the backup named for when water is missing is clean earth:
The Prophet ﷺ said that no prayer is accepted without purification (Sahih Muslim 224). Rubbing sanitizer on your hands doesn't wash the face, arms or feet, and it isn't water, so it doesn't meet either rule. Scholars of all four schools agree on this.
What to do when water is hard to reach
- At work or university: any sink works. Washing your feet in a public sink can feel awkward, so many converts wipe over socks instead (after putting them on with wudu).
- On a plane or train: a small bottle of water is enough for a basic wudu if you use it carefully in the toilet.
- No water at all, or illness: do tayammum. See How do I do tayammum?

Is sanitizer itself okay to use?
Yes. Using hand sanitizer for hygiene is fine, and most scholars say the alcohol in it (usually ethanol or isopropyl) does not make your hands impure, since it isn't being drunk. Many people still let it dry before praying. For the wider question, see Is perfume with alcohol haram?
Sanitizer also doesn't break your wudu. If you already have wudu, you can clean your hands with it and still pray.
Hospitals and health rules
If you are in hospital or caring for a patient and water use is limited, ask staff for a bowl of water or a small jug at the bedside. If your doctor says you must keep a wound or area dry, follow that advice: you can wipe over a bandage or do tayammum for the part you can't wash.
- Hand sanitizer does not replace wudu; water is required.
- If water is missing or harmful, tayammum with clean earth is the substitute.
- Using sanitizer for hygiene is fine and doesn't break wudu.
- A small water bottle solves most travel and work problems.
