Can mosques in the West call the adhan aloud?

It depends on local law, and in a growing number of places, yes. Some cities in the USA and Europe allow an outdoor adhan, often with limits on volume and times. Elsewhere mosques call it indoors only. Islamically, either way is fine: the key is that the adhan is called.
What Islam requires
The adhan is a sunnah strongly emphasised for every congregational prayer. Its purpose is to announce the prayer time, and the Quran refers to it directly:
The Prophet ﷺ said the muezzins will have the longest necks on the Day of Resurrection, a sign of their honour (Sahih Muslim 387). But nothing in Islam requires loudspeakers. Calling the adhan inside the prayer hall, or through an app, fulfils the sunnah where an outdoor call isn't allowed.
Where it's allowed in the West
- USA: Hamtramck and Dearborn in Michigan have had public adhans for years, and Minneapolis allowed all five daily calls in 2023, within normal noise rules.
- Germany: Cologne began a pilot project in 2021 allowing mosques to call the Friday adhan for a few minutes at midday.
- UK: there's no national rule; it's decided locally under noise and planning laws. Several councils allowed broadcast adhans during the 2020 lockdowns, and some mosques have permanent permission.
Rules vary a lot by town, so a mosque that wants to broadcast the adhan has to ask its local authority first.
Why following the law matters
Muslims are expected to keep agreements and respect the laws of the country they live in, as long as they aren't forced to disobey Allah. Not being allowed to use a loudspeaker doesn't stop anyone from praying. See Do I have to follow the laws of my country as a Muslim?
Being a good neighbour is also part of faith. Many mosques choose a low volume or skip the outdoor Fajr call so that nobody is woken up. That kindness often does more for the community's image than any speaker.
A sign of religious freedom
For many Muslims, hearing the adhan in their own city is moving, much like church bells for Christians. Debates about it are really about how a pluralist society shares public space. See Is there freedom of religion in Islam? The minaret was originally built for the call, too. See Why do mosques have domes and minarets?
- Outdoor adhans depend on local law and noise rules.
- Some US and European cities now allow them.
- An indoor adhan fulfils the sunnah perfectly well.
- Considerate volume and timing reflect good Islamic manners.
