Can Muslim men go shirtless?

It depends on where you are and who can see you. A man's required covering (awrah) is from the navel to the knee, so being shirtless is not haram in itself. At home, at the gym changing area or at the beach it's generally allowed, but it isn't allowed in prayer, and modesty still matters in public.
A man's awrah: navel to knee
In Islam, awrah means the part of the body that has to be covered in front of others. For men, the majority of scholars (Hanafi, Shafi'i and Hanbali) say it runs from the navel to the knee. The Prophet ﷺ told a man whose thigh was showing, "Cover your thigh, for it is awrah" (Jami' at-Tirmidhi 2798). The chest, back and arms are not part of a man's awrah, so a bare chest doesn't break a strict rule. See Can I still wear shorts to the gym as a Muslim?
The Quran presents clothing as a gift and a mercy, not just a rule:
Not allowed in prayer
Prayer is different. The Prophet ﷺ said, "None of you should pray in a single garment with nothing of it over his shoulders" (Sahih al-Bukhari 359). Most scholars say a man's prayer is still valid without a shirt as long as the navel-to-knee area is covered, but it is disliked. The Hanbali school is stricter and asks for at least something over the shoulders. So put a T-shirt on before you pray, even at home.
Where it's usually fine
- At home: with your family, your wife, or alone, there's no issue.
- Swimming and the beach: swim shorts that cover to the knee are the normal Muslim choice; a bare chest is fine. See Can I still go swimming at a public pool as a Muslim?
- Sports and the gym: a shirtless workout isn't haram, though most gyms and Muslim brothers prefer a vest or T-shirt.
- Changing rooms: keep the lower half covered with a towel.
Modesty is more than the minimum
The Prophet ﷺ said, "Guard your awrah except from your wife" (Sunan Abi Dawud 4017). Beyond that minimum, Islam encourages men to be modest too. Walking around the city shirtless, posting topless gym selfies to get attention, or showing off in front of women can go against haya (modesty), even if no strict rule is broken. Ask yourself why you're doing it. See Can I still go to the sauna as a Muslim?
