Can Muslim men wear short sleeves?

Yes, Muslim men can wear short sleeves. A man's arms are not part of his awrah, so short-sleeved shirts and polos are fine in public, at work and in prayer. Long sleeves were the Prophet's ﷺ habit, but they are not required.
What must be covered
A man's awrah is the area from the navel to the knee, so the forearms and upper arms are not part of it. A short-sleeved shirt that covers the shoulders, chest and back meets every requirement. Sleeveless tops are a different question, because of the shoulders. See Can Muslim men wear tank tops?
Short sleeves in prayer
The Prophet ﷺ said, "None of you should offer prayer in a single garment that does not cover the shoulders" (Sahih al-Bukhari 359). A normal short-sleeved shirt covers the shoulders, so it satisfies this advice. Hanbali scholars are strictest, and short sleeves meet even their view. The only sleeves to avoid in prayer are ones so short or so wide that your shoulders show when you move.
The Prophet's sleeves
Asma bint Yazid reported that the sleeves of the Prophet's ﷺ shirt reached the wrist (Jami at-Tirmidhi 1765). That describes what he wore, and some Muslims like to follow it as a sunnah of dress. But clothing styles change with climate and culture, and scholars do not say that shorter sleeves are forbidden or disliked. Long sleeves are a good option for formal wear, cold weather or the mosque, and short sleeves are fine when it is warm.
Sleeves and wudu
Wudu requires washing the arms up to the elbows (Quran 5:6), so short sleeves are convenient. Long sleeves can get in the way too. Mughirah ibn Shu'bah reported that the Prophet ﷺ once wore a Syrian gown with tight sleeves, and since he could not draw out his forearms, he brought his hands out from under the gown to wash them (Sahih Muslim 274). Choose sleeves that roll up easily above the elbow.
Where to wear them
Mosque: short sleeves are fine in most mosques. If a community expects long sleeves for Jumu'ah, keep a long-sleeved shirt for the day. See What should I wear to the mosque?
Work and interviews: short-sleeved collared shirts are standard in many workplaces, so there is no need to wear long sleeves just to look modest.
Hot weather: short sleeves are one of the easiest ways to stay cool and modest. See How can Muslim men stay modest in hot summer weather?
- A man's arms are not awrah, so short sleeves are allowed.
- They cover the shoulders, which is what the hadith asks for in prayer.
- Long sleeves to the wrist were the Prophet's ﷺ custom, not an obligation.
- Short or easy-to-roll sleeves make wudu simpler.
