Can zakat pay an imam's salary?

According to most scholars, no: zakat shouldn't be used to pay an imam's regular salary. Imams are not one of the eight groups that zakat is for. An imam who is himself poor can receive zakat as a poor person, and some modern scholars allow it for full-time da'wah work, but salaries are normally paid from general donations.
The eight categories
Allah limited zakat to specific groups:
The word "only" tells us the list is closed. An imam leads prayers, teaches and gives the khutbah, which is valuable work, but it doesn't fit neatly into any of these groups. See What does an imam do?
What about "those employed to collect it"?
This category (al-'amilin 'alayha) covers people who collect, guard and distribute zakat. If an imam is officially appointed to run the mosque's zakat fund, the time spent on that specific job may be paid from zakat, in proportion to the work. Leading prayers and teaching aren't covered by it.
What about "the cause of Allah"?
Scholars differ on how wide fi sabilillah is:
- The four schools (majority): it mainly means those striving in defence of the Muslims, so it doesn't include imams' salaries, mosque building or general projects.
- Some contemporary scholars and councils: it can include da'wah and protecting the faith, so they allow zakat to support full-time callers to Islam, especially where Muslims are a minority.
Because the majority view is stricter, many mosques in the UK, Europe and the US keep zakat in a separate fund and pay salaries from sadaqah. See Can I give zakat to a mosque?
Is it fine to pay an imam at all?
Yes. The Prophet ﷺ said that the thing most deserving of payment is the Book of Allah (Sahih al-Bukhari 5737), and most later scholars allow wages for teaching the Quran and leading prayers when there's a need. A fair salary helps imams serve the community without financial stress. Give generously to your mosque's general fund so they never feel tempted to dip into zakat. See What is the difference between zakat and sadaqah?
- Most scholars say zakat can't pay an imam's regular salary.
- An imam who is poor can receive zakat as a poor person.
- Work managing the zakat fund itself can be paid from zakat.
- Some modern scholars allow zakat for full-time da'wah workers; this is a minority view.
