How can Muslim men stay modest in hot summer weather?

In most cases, loose, light clothes in cotton or linen are the answer. Knee-length or longer shorts, a breathable short-sleeved shirt, or a light kurta or thobe all cover the awrah and keep you cool. Modesty does not require heavy layers.
The goal: cover the awrah, stay comfortable
A man's awrah is from the navel to the knee, so the chest, arms and lower legs are not part of it. The Quran also describes clothing as something that protects us from the weather:
So comfort is part of what clothes are for. The only requirement is that the covered area stays covered when you sit, bend or reach. Choose shorts that reach just below the knee rather than at it. See Can Muslim men wear shorts on holiday?
What to wear
- Fabrics: cotton, linen and bamboo breathe well. Light moisture-wicking synthetics are fine for sport.
- Tops: a loose short-sleeved shirt, polo or linen shirt. Short sleeves are completely fine for men.
- Bottoms: knee-length or longer chino or linen shorts, or light trousers with a drawstring.
- Traditional wear: a cotton thobe, kurta or jubba is loose, airy and very comfortable in the heat.
- Colors: light shades reflect heat, and white is recommended by the Prophet ﷺ, who said, "Wear the white among your garments, for indeed they are among the best of your garments" (Jami at-Tirmidhi 994).
- Head and feet: a light cap or scarf and open shoes or sandals.
Tips for staying cool and modest
- Do the sit test: sit down in front of a mirror. If your knee or thigh shows, pick a longer cut.
- Avoid tight fabrics: skin-tight athletic wear traps heat, and may outline what should be covered.
- Carry a light shirt: it covers your shoulders for prayer or the mosque if you only have a vest on.
- Protect your skin: wear a hat and sunscreen, and drink plenty of water.
For prayer, short sleeves cover your shoulders, so they are fine. See Can Muslim men wear short sleeves?
