How many people are needed for Jumu'ah?

It depends on the school of thought: from three people plus the imam (Hanafi) to twelve (Maliki) to forty (Shafi'i and Hanbali). All agree Jumu'ah has to be prayed in congregation with a khutbah. If your group is small, follow the view your local scholars use, and pray Dhuhr if you can't reach any Jumu'ah.
Why there is a minimum at all
Jumu'ah is a community prayer, not something you pray alone. The Quran calls the believers to it together, and the Prophet ﷺ never held it by himself. But neither the Quran nor an authentic hadith gives a clear number, so the schools worked it out from different reports. That's why the answers differ, and all of them are respected positions.
The four schools
- Hanafi: three men besides the imam, according to Abu Hanifa (his student Abu Yusuf said two besides the imam). Their reasoning: the Quran addresses a group ("proceed"), and three is the smallest plural, plus the one leading.
- Maliki: twelve men besides the imam, who stay until the end of the prayer.
- Shafi'i and Hanbali: forty men who are adult, resident Muslims, including the imam, based on reports that the first Jumu'ahs in Madinah had forty people.
- Other views: some scholars, including Ibn Taymiyyah, held that three are enough, and a few said two, like any congregational prayer.
Where the "twelve" comes from
Jabir ibn Abdullah said that while the Prophet ﷺ was giving the Friday khutbah, a trade caravan arrived from Syria, and people went out to it until only twelve men remained. Then this verse was revealed (Sahih Muslim 863):
The Maliki school takes from this that a Jumu'ah with twelve is valid, since the Prophet ﷺ continued with them.
What this means in practice
Most Western mosques easily pass every minimum. The question matters for small groups: a university prayer room, a workplace, a rural town or a new convert circle. Many Muslims in the West follow the Hanafi or a similar view here, which makes small Jumu'ahs possible, but ask a local imam which view your community uses. If there is no valid Jumu'ah you can reach, you pray the normal four rak'ahs of Dhuhr instead. See Can I pray Jumu'ah at home?
Women, children and travelers can attend and their prayer counts, but in most schools they don't make up the minimum. See Do women have to go to Jumu'ah? and How many rakat is Jumu'ah prayer?
- Hanafi: three besides the imam; Maliki: twelve; Shafi'i and Hanbali: forty.
- No clear number is set in the Quran or an authentic hadith.
- Small groups should follow their local scholars' view.
- No valid Jumu'ah within reach? Pray Dhuhr.
