Is a hat or beanie enough as a hijab?

No, not on its own. A hat or beanie usually leaves your neck, ears and some hair showing, so it doesn't meet the requirements of hijab. But a hat combined with a high neck, snood or turtleneck can cover everything, and many converts use it as a step or to fit a strict dress code.
What matters is what's covered
Islam doesn't require a specific style of scarf. What matters is the result: in front of non-mahram men, your hair, ears, neck and chest are covered, and your clothes are loose and opaque. The Quran's instruction is to draw head covers over the chest (Quran 24:31). Any combination that achieves this works.
Why a hat alone falls short
- The back of the neck and the throat are usually bare.
- Ears and hair at the nape often show.
- The chest isn't covered by the head covering.
So a beanie with an ordinary T-shirt is closer to "covering some hair" than to hijab.
Making it work
If you need a lower-key look, try these combinations:
- A beanie or cloche with a snood or infinity scarf around the neck.
- A turtleneck plus a hat that covers all hair, under a loose top or coat.
- A baseball cap over an underscarf with neck cover, popular for sports.
- Hoods and winter hats with a long scarf in cold months.
Check in the mirror that no hair shows at the back, and that the outfit covers your chest loosely.
As a step, not a stopping point
For some converts, a hat is how they start: it feels less visible at work or with family. That's understandable, and Allah knows your situation. "Allah does not charge a soul except [with that within] its capacity" (Quran 2:286). Just be honest with yourself about whether it's a step or a way of avoiding the obligation, and keep moving forward. - A hat alone usually isn't enough.
- Hair, ears, neck and chest all need covering.
- Hat plus snood or turtleneck can work.
- Using it as a step is understandable.
