Is it haram to burn a country's flag?

Burning a flag isn't haram in itself, because a flag is just cloth and not sacred in Islam. But it becomes wrong when the flag carries Allah's name or the shahada, when it's done to insult and provoke people, or when it breaks the law or leads to harm. In practice, most scholars advise Muslims to avoid it.
A flag is not holy
Islam doesn't give national flags any religious status. Respecting a flag is a matter of custom and good manners, not worship. That's also why scholars differ over gestures like pledging to a flag, and why simply disposing of an old, worn flag by burning it (as some countries officially recommend) is not a religious issue at all. See Can Muslims pledge allegiance to the flag?
When it becomes a problem
- Flags with Allah's name: some flags, such as those of Saudi Arabia, Iraq and Afghanistan, carry the shahada or "Allahu Akbar". Burning one in protest disrespects Allah's name and is clearly wrong.
- Insulting people: burning a flag in public is usually meant to humiliate a whole nation, including ordinary people who had nothing to do with the dispute.
- Provoking harm: it can inflame anger, invite revenge or put local Muslims at risk.
The Quran warns against insulting what others hold dear, because it only brings insults back:
If Muslims are told not to insult other people's gods, insulting their national symbols in a way that sparks hatred fits poorly with Islamic manners. The Prophet ﷺ said, "Whoever believes in Allah and the Last Day should speak good or keep silent" (Sahih al-Bukhari 6018), and the same spirit applies to symbolic acts.
What about the law?
Flag burning is protected free speech in the USA. In the UK it isn't illegal in itself, but can lead to arrest under public order laws. Some European countries, such as Germany, have laws against desecrating national flags. Muslims are bound to follow the laws where they live. Better ways to protest
If you're angry about a government's actions, Islam encourages speaking the truth in a way that persuades rather than provokes: peaceful marches, letters, boycotts and voting. See Can Muslims protest or join demonstrations?
- Flags have no religious sanctity in Islam.
- Burning a flag with Allah's name on it is wrong.
- Burning flags to insult people goes against Islamic manners (Quran 6:108).
- Follow local laws and choose peaceful, persuasive protest.
