Is it haram to talk to jinn?

Yes, deliberately trying to contact or talk to jinn is haram according to scholars. Summoning them, asking them for help or information, and using spirit boards or rituals opens the door to deception, harm and shirk. Reciting Quran in a ruqyah session, where a possessed person may speak, is a different situation.
Why seeking jinn is forbidden
The Quran describes people before Islam who sought protection from jinn, and it only made things worse:
Jinn usually ask for something in return, often acts of disobedience or even shirk, like sacrifices or disrespecting the Quran. That's how magic works, and why it's one of the major sins. See What is black magic in Islam?
You can't trust what they say
Even "nice" jinn can lie. The Prophet ﷺ said devils steal a word from the heavens and fortune tellers add a hundred lies to it (Sahih al-Bukhari 3210), and whoever asks a fortune teller about something has his prayer rejected for forty nights (Sahih Muslim 2230). Asking a jinn directly is no better than asking the fortune teller. You can't verify who you're talking to, whether it's Muslim, or what it wants.
What about Ouija boards and "ghost hunting"?
These are attempts to contact unseen beings, and in Islam whatever answers isn't the spirit of a dead person. Scholars treat them as haram, even "just for fun". See Is a Ouija board haram?
Cases that are different
- The Prophet ﷺ met jinn and recited Quran to them (Sahih Muslim 450). That was part of his mission as a prophet, not an example for us to summon them.
- Ruqyah: sometimes a jinn speaks through a possessed person during recitation. A trained raqi may briefly tell it to leave and fear Allah, but doesn't take its "information" as truth. See What is ruqyah and can I do it myself?
- Unplanned encounters: Abu Hurayrah caught a thief who turned out to be a devil and taught him to recite Ayat al-Kursi at night (Sahih al-Bukhari 2311). He didn't seek it out.
- Summoning or consulting jinn is haram.
- Seeking help from jinn only increases harm (Quran 72:6).
- Jinn can lie; their "knowledge" is unreliable.
- Protect yourself with Quran and adhkar, not contact.
