Is it haram to work without a work permit?

Most scholars say working without a required work permit is sinful, because it breaks the conditions you agreed to when you entered the country. The money you earn from honest, halal work is generally not itself haram, but the breach of the rules is. If you're in this situation, look for a lawful way out and get proper legal advice.
Your visa is an agreement
When you enter a country on a tourist, student or visitor visa, you accept its conditions, often including limits on paid work. Islam treats such agreements as binding:
The Prophet ﷺ said, "Muslims are bound by their conditions" (Sunan Abi Dawud 3594). Scholars explain that a visa works like a promise of safe conduct: the country lets you in on terms, and you keep those terms. See Do I have to follow the laws of my country as a Muslim?
Is the money haram?
This is where scholars make a distinction:
- The work itself (cleaning, building, delivery, cooking) is halal work, and you gave real effort for the wage.
- The breach of the visa terms is the sin, not the wage.
So most scholars say the income isn't haram in the way money from selling alcohol is, though some are stricter. Either way, you still need to repent from breaking the agreement and work towards fixing your status. Lying on job applications or using someone else's documents adds further sins of deception.
Real-life pressure
Many people end up working without papers because of poverty, war or being exploited by agents. Islam is merciful to people in real hardship, and Muslims should treat undocumented workers with dignity, not contempt. The Prophet ﷺ praised earning a living by your own hands (Sahih al-Bukhari 2072). Islam also has a long history of welcoming migrants. See What does Islam say about immigrants and refugees?
What to do now
- Speak to a qualified immigration lawyer or a charity that gives free legal advice.
- Ask about lawful routes: changing visa type, sponsorship, asylum or regularisation schemes.
- If there's no route, plan an honest exit rather than staying hidden.
- Don't claim benefits you aren't entitled to. See Is it haram to claim government benefits?
- Visa conditions are an agreement Muslims should keep.
- Working against them is a sin, according to most scholars.
- Wages for halal work are generally not haram in themselves.
- Get legal advice and seek a lawful status.
