Is manifesting haram?

It depends on what you mean by manifesting. Believing that your thoughts or "the universe" create reality on their own clashes with Islamic belief, because only Allah decides what happens. But setting goals, thinking positively, making dua and working hard are not only allowed, they're encouraged.
What's the problem with manifesting?
Popular manifesting, such as the "law of attraction", teaches that if you think, visualize or write something with enough belief, the universe will deliver it. Islam has issues with a few parts of that idea:
- The universe doesn't decide; Allah does. Giving creative power to "energy" or "the universe" can slide into shirk (associating partners with Allah).
- Not everything you want is good for you. Allah may hold something back out of wisdom (Quran 2:216).
- Blame. Manifesting can teach that illness or poverty is your fault for "low vibrations". Islam teaches that trials come to good people too. See What is qadr in Islam?

The Islamic version: dua
What people really want from manifesting, Islam already gives through dua, a direct conversation with the One who actually controls outcomes:

Positive thinking is encouraged
Thinking well of Allah is part of faith. Allah says in a hadith qudsi, "I am as My servant thinks of Me" (Sahih al-Bukhari 7405). The Prophet ﷺ also told us to strive for what benefits us, seek Allah's help, and not give up (Sahih Muslim 2664). So optimism, confidence and goal-setting are fine, as long as your hope is in Allah, not in your own mind's power.
Action plus trust
When a man asked whether to tie his camel or trust Allah, the Prophet ﷺ said, "Tie it and trust Allah" (Jami' at-Tirmidhi 2517). Do the work, make dua, then accept the result with peace.
- Believing thoughts or "the universe" create reality is against tawhid.
- Goals, optimism and hard work are encouraged.
- Dua is the Islamic way to ask for what you want (Quran 40:60).
- Think well of Allah and accept His decree.
