Usually yes: most New Zealand lamb exported to the UK, Europe and the USA comes from halal-certified plants. New Zealand slaughters most of its sheep the halal way because so much goes to Muslim markets. Still, "New Zealand lamb" on a label isn't a halal guarantee, so look for a halal mark or ask your butcher.

Why so much New Zealand lamb is halal

New Zealand is one of the world's biggest lamb exporters, and the Middle East and Southeast Asia are major buyers. To serve those markets, most export meat plants are approved for halal slaughter, with trained Muslim slaughtermen and supervision from recognized New Zealand halal bodies. The halal system there has been running for decades and is overseen alongside the government's export rules.

The basic requirement for meat is that Allah's name is mentioned at slaughter:

فَكُلُوا۟ مِمَّا ذُكِرَ ٱسْمُ ٱللَّهِ عَلَيْهِ إِن كُنتُم بِـَٔايَـٰتِهِۦ مُؤْمِنِينَ "So eat of that [meat] upon which the name of Allah has been mentioned, if you are believers in His verses." Quran 6:118

What about stunning?

New Zealand plants generally use electrical head-only stunning before the cut. It is designed to be reversible, so the animal is alive when it is slaughtered. Many halal bodies and scholars accept this kind of stunning. Others, including some UK certifiers, accept only unstunned meat. This is a genuine difference of opinion, so follow the view of a scholar you trust. See Is halal meat cruel?

Is every pack in my supermarket halal?

Not automatically. A UK or US supermarket may sell New Zealand lamb that was processed halal but isn't labeled as such, because the retailer doesn't market it that way. Some products are also cut or packed in other plants. Unless the pack shows a halal logo or the retailer confirms it, treat it as unverified. See Is supermarket meat halal?

Trust and reasonable checking

You don't have to investigate every farm. When some people worried whether meat brought to them had been slaughtered with Allah's name, the Prophet ﷺ said, "Mention the name of Allah over it and eat it" (Sahih al-Bukhari 2057). That was about meat from Muslims. So if a reliable halal body or a Muslim butcher stands behind the lamb, you can eat it with a calm heart.
