Is niqab required in Islam?

It depends on the school: scholars differ. Most Hanafi and Maliki scholars, and many others, say covering the face is recommended but not required, since the face and hands may show. Many Hanbali and later Shafi'i scholars say it's required in front of non-mahram men. Both are respected views, and neither side should look down on the other.
The two main views
- Recommended, not required: the "adornment that appears" in Quran 24:31 was explained by Ibn Abbas and others as the face and hands. Women showing their faces is reported in many hadiths.
- Required: others explain "that which appears" as outer clothing, and read the command to draw outer garments over themselves as including the face.
Evidence on each side
Those who say it's recommended cite the hadith pointing to the face and hands (Sunan Abi Dawud 4104) and reports of Companions seeing women's faces. Those who say it's required point out that women in ihram are told not to wear a face veil (Sahih al-Bukhari 1838), which shows face covering was common practice at the time. Both sides agree that niqab is praiseworthy and allowed. The question is only whether it's obligatory.
Niqab in the West
Several European countries, including France, Belgium, Austria, Denmark and Switzerland, ban face coverings in public. Where it's banned or would put you in real danger, scholars who see it as required still allow leaving it, based on necessity: "fear Allah as much as you are able" (Quran 64:16). Many converts follow the majority view and wear a headscarf with the face uncovered. See What does hijab actually cover?
Respecting both
If you wear niqab, don't judge sisters who don't. If you don't, don't mock those who do. Both are following qualified scholarship. Allah looks at hearts and deeds (Sahih Muslim 2564).
