Is the green card lottery halal?

Why it is not gambling

Be honest on the application
Everything you state must be true, including your family, birth country and education. The Prophet ﷺ said, "He who acted dishonestly towards us is not of us" (Sahih Muslim 101). Islam does not forbid seeking opportunities in other lands. Allah says, "move about in its regions and eat from His provisions" (Quran 67:15). Still, think about life as a Muslim in your new country: halal food, a nearby mosque, community and support for your family. Pray istikhara (the prayer for guidance) and make your plans calmly.
