Why don't all Muslim women wear hijab?
Because faith, life and circumstances differ. Most scholars teach that hijab is required, but some Muslim women are still working towards it, some feel unsafe or pressured not to wear it, some follow a minority view, and some simply struggle with it. Not wearing hijab doesn't make someone less Muslim, and only Allah judges the heart.
What Islam teaches
The four Sunni schools (Hanafi, Maliki, Shafi'i, Hanbali) and most Shia scholars agree that adult Muslim women should cover their hair in front of unrelated men. They base this on verses such as:
So the mainstream answer is clear. See Is hijab mandatory in Islam? But knowing a rule and living it are not always the same thing.
Common reasons
- Still on the journey: many converts and born Muslims take hijab step by step. See Do I have to wear hijab right away after becoming Muslim?
- Fear and safety: some women face harassment, discrimination at work or hostile families. See What if I'm scared to wear hijab in public?
- Laws and rules: some schools, employers or countries restrict religious dress.
- Different views: a small number of modern writers argue hijab is recommended, not required. This is a minority position.
- Personal struggle: some women wore it and took it off, or find it hard emotionally. See Is it a sin to take off my hijab after wearing it?
- Culture: in some Muslim communities, hijab simply isn't the local norm.
Don't judge by the scarf
A woman without hijab may pray, fast and give in charity more sincerely than anyone around her. The Prophet ﷺ said that Allah does not look at your appearance or wealth, but at your hearts and your deeds (Sahih Muslim 2564). Hijab is one important act of worship, not the whole of a woman's faith.
If you're curious, just ask kindly
If you're not Muslim and wondering about a friend, it's fine to ask respectfully, but don't assume she's "less religious" or "more free". Every woman's story is her own.
- Most scholars say hijab is required for adult Muslim women.
- Women don't wear it for many reasons, including fear and struggle.
- Not wearing hijab doesn't take someone out of Islam.
- Only Allah knows the heart; avoid judging.
